Arizona is one of the states that has made the decision not to give a state based higher risk pool but to allow its citizens to enroll in the federal plan. The federal plan will be run by the United States Office of Wellness and Human Solutions. (HHS) Starting on August 1, 2010 individuals who are eligible may possibly submit an application, on line, right to HHS.
